Government Resolution No. 519: Journalist Talks About Changes in Summons and Deferrals

Journalist Kateryna Kotenkova told what will change in mobilization in May, in particular, regarding the conscription procedure and the extension of deferrals, Politeka reports.

“The Government Resolution No. 519 of May 6, 2025 introduced changes to the conscription procedure. If a conscript or reservist is served a summons, information about this will now be entered in the “Oberig” register. That is, all information now, including the delivery of the summons, will be in “Oberig”. But this applies only to those summons that are issued on a form. There will be some form there. And this does not apply to those summons that are generated using the register,” says Kateryna Kotenkova.

Why this does not apply to all summons, the journalist notes, is unknown. Also, she adds, these changes do not give the CCC any new powers, it is only about entering information about the summons in the "Oberig", that is, nothing cardinal.

"But there is a very serious change in that there will be no more automatic extension of postponements. It sounds scary, but there are a lot of "buts". Those postponements that are issued through "Reserve +" will be extended by themselves with each extension of the general mobilization period. Actually, as it is now," notes Kateryna Kotenkova.

The second point, she continues, concerns postponements issued by the decision of the commission, they will need to be extended. According to the journalist, judging by what is written, the same documents do not need to be submitted, the postponement will be extended by the CCC, not the commission, and the whole process will consist of entering information about the new end date of the postponement into the register. However, she notes, it is unclear whether it is necessary to initiate such an extension of the postponement, or the CCC does everything itself without a separate application.
