"Closed round of negotiations": expert tells what the heads of delegations talked about

Political scientist Ruslan Bortnik said that the negotiations of delegations in Istanbul did not yield any results and will not yield them, but closed negotiations are also underway, and they hope for a meeting of the presidents, Politeka reports.

As the expert says, the formal meeting of delegations in Istanbul lasted about an hour, but before it there was an informal meeting between Medinsky and Umerov, which, as sources write, lasted 2.5 hours. It is unclear, he states, what they talked about, but this informal meeting indicates that some issues are being decided behind the scenes, something is brewing between the elites, but it cannot be shown publicly.

"This closed round of negotiations between Medinsky and Umerov are the first real negotiations. But what has already happened publicly was to some extent a formal procedure," Ruslan Bortnik emphasizes.
As for the public meeting of the delegations, he says, the parties exchanged memoranda, that is, their political positions, which will be extremely difficult to rewrite. That is, the expert explains, this is a recording of negotiating positions, both parties will continue to push off from these memoranda, and it will not be possible to deviate from their position.

“Despite the fact that formally the documents of the Ukrainian and Russian positions do not coincide at all, the parties continue negotiations. We did not observe any scandal or breakdown of the negotiations. Moreover, the parties declare the success of the negotiations, although in terms of meanings they did not agree on anything. They agreed on absolutely nothing. And the parties have now come out directly for a meeting of the heads of state. Everyone understands, and Erdogan has voiced this, that without a meeting of the presidents the situation is unlikely to move forward,” concludes Ruslan Bortnik.
