Vitkoff’s Peace Proposals: Expert Assesses Reports that the U.S. Wants to Postpone the Territorial Issue for 99 Years

Political expert and serviceman Oleksandr Musiienko commented on the media leaks about possible proposals by Vitkoff to Putin, noting that they do not include Russia’s key demands, Politeka reports.

"One of the popular Polish outlets, Onet, published a plan supposedly outlining what the United States proposed to Russia. Essentially, it is a plan of conditional partition of Ukraine, if it can be described that way. The idea is that the issue of the status of the occupied territories should not be raised for the next 50 to 100 years," Oleksandr Musiienko noted.

According to Onet, he says, the U.S. plan envisages a ceasefire, de facto recognition of the occupied territories as part of Russia by postponing the issue for 49 or 99 years, lifting most sanctions against the Russian Federation, and, in the long term, resuming imports of Russian gas and oil. At the same time, he continues, these proposals do not include what Putin has demanded from the beginning: guarantees of NATO non-expansion and an end to arms supplies to Ukraine.

"Onet indicates that this proposal was discussed, in particular, between the Americans and European leaders. The leak may have come at the initiative of the Polish side. It’s possible the Polish side was directly encouraged by the Americans, who didn’t want to tarnish their image or create the impression that they are less reliable partners than expected. So perhaps they asked their Polish colleagues to help ensure this information reached the media. In any case, I don't believe it was a coincidence," Musiienko speculated.

At the same time, he notes, this information has already been denied by the Office of the President of Ukraine, meaning this is Ukraine's official position. Presidential adviser Litvin stated that it is unlikely Vitkoff or Ushakov had time to speak with this media outlet, and that nothing of the sort was discussed during talks with Putin. In the expert’s view, it is possible that such points were voiced but not in the form reported, and perhaps the publication added some details on its own. However, overall, these proposals align with the general framework of the negotiations.
