“Russians Leaked This Plan to the Media”: Expert Explains Why the 28-Point Peace Plan Shouldn’t Be Trusted

Political expert and serviceman Oleksandr Musiienko explained that the 28 points involving Ukrainian concessions are a Russian information operation, whereas the official U.S. position involves concessions from both sides, Politeka reports.
He discussed this on his blog.

“These 28 points everyone is talking about — the debate doesn’t subside — there is some information regarding the details. So, it appears the Russians, not the Americans, leaked this plan to the media. Why? Because it is now being reported that Special Representative Vitkoff wrote on social media that the plan was likely sent by ‘K.’ He meant Kirill Dmitriev, his counterpart with whom he worked on developing the plan. And it was Dmitriev who leaked it to the media, moreover in a Russian-edited version, without taking into account the Ukrainian proposals that were likely included,” Musiienko claims.

According to the expert, by leaking this plan Dmitriev carried out an information-psychological operation in the best traditions of Russian intelligence services, since the story caused panic and discussions about Ukraine’s capitulation. This is why, he emphasizes, one must not underestimate the information-psychological dimension of the war: Russia is actively operating on this front, and Ukraine must do the same.

Meanwhile, Musiienko notes, Rubio stated that there had been a very intense and serious exchange of ideas and views, and that they would continue developing a list of potential ideas for ending the war based on concessions from both sides.

“Attention — based on concessions from both sides. Clear and straightforward. Not the maximalist demands of the Kremlin, which they tried to promote through another information-psychological operation, but concessions from both sides. What will those be? That’s a matter for negotiations. What these concessions are will depend on the U.S. position and the situation on the battlefield, the resilience of society, long-range strikes, and so on. In other words, the most important thing for us is to ensure a position of strength in the negotiations. The Trump administration can do that, and above all — the Ukrainian soldier,” Musiienko concludes.
