“We are approaching the endgame”: expert assesses whether the U.S. peace plan will work

Political analyst Ruslan Bortnik explained that the U.S. peace plan is bringing the war closer to its endgame.
He said this in his blog.

According to the expert, developments in the negotiation track are indeed becoming very serious. We have been moving toward a denouement since August–September, and last week we didn’t just move closer — we jumped. So soon, he notes, there will be clarity about how the situation regarding the Russian-Ukrainian war will unfold further, although the endgame does not necessarily mean peace, unfortunately.

“But we are approaching the endgame. In fact, the countdown has already begun, despite what many European leaders have said — including Finland’s President Stubb — that nothing will happen before spring. But the situation is developing quite the opposite. This once again shows that the level of awareness among many European leaders is not very high, or they often try to pass wishful thinking off as reality,” Ruslan Bortnik emphasizes.

The U.S. plan of 28 points, he says, strongly resembled the agreement on Gaza — it is clear that Witkoff had a hand in it — but even in Gaza only the mechanism for withdrawing forces and a ceasefire is actually working. And what the United States has proposed, the expert explains, is not even an agreement but a declaration of intent, which, by the way, lacks elements important for Ukraine (collective defense, peacekeepers, reparations, funding for the Armed Forces). In other words, he notes, many questions arise, and to implement even what the U.S. is proposing, it would be necessary to conclude several dozen agreements and amend the NATO Charter, as well as the constitutions and laws of Ukraine and Russia.

“The implementation of this agreement may take years even if goodwill were present — which it is not right now. It is possible that this beautifully disguised document is actually about a ceasefire, and it may repeat the fate of the Minsk agreements,” Ruslan Bortnik concludes.
