A New Negotiation Framework: Expert Explains What Kind of Peace Plan the U.S. Is Trying to Create for Ukraine and Russia

Political analyst Ruslan Bortnik stated that despite the intensification of the peace track, the parties have not reached any agreements, so the next round will involve Driscoll in Kyiv and Whitcoff in Moscow, Politeka reports.

“The negotiations have looped back on themselves; they have essentially hit a dead end again because all the main issues remain unresolved. The parties agreed only on secondary matters. But security guarantees, Ukraine’s NATO membership, territories, even elections and, reportedly, amnesty—all these issues have become circular and unresolved. The entire achievement of Geneva was that they decided to postpone the difficult questions to a leaders’ meeting, which never happened,” Ruslan Bortnik claims.

And it seems, he notes, that this angered Trump, which is why he has refused to communicate with Zelensky and Putin for now. Therefore, Driscoll will fly to Kyiv this week, and Whitcoff to Moscow. The goal, the expert explains, is to try to bring Ukraine’s and Russia’s positions closer together and push them toward broader concessions.

He also points out a very interesting statement made by Vance, who is now effectively shaping a new framework for the peace track—defining what will happen next in the negotiations. In particular, the expert says, the U.S. Vice President called it an illusion to believe that Russia can be defeated by tightening sanctions or giving Ukraine more weapons. Therefore, any peace plan, in the end, must preserve Ukraine’s sovereignty, stop hostilities, be acceptable to both sides, and guarantee that the war will not happen again.

“And Trump again repeated his point about concessions to Russia. The most important question is who concedes what, and to what extent. Because in Europe and Ukraine they believe that Trump’s peace plan offers few or no concessions to Russia. Trump believes that Russia is already making concessions, and that their major concession is that they stop the fighting and do not seize more territory,” Ruslan Bortnik concludes.
