Kyiv City Council independent deputy Volodymyr Levin explained that what is needed is not another set of Minsk agreements, but a “Budapest 2,” in which nuclear states would clearly outline their actions in the event of a violation of the agreement, Politeka reports.

He spoke about this on the program “Personality with Serhii Doiko.”

In the guest’s opinion, what is needed is not yet another Minsk-style agreement with certain bandits, but a meeting of presidents who can make decisions regarding the violation of the Budapest Memorandum. That is, he explains, the United States, the United Kingdom, and France should be represented at the negotiating table, as well as China—especially given the example of Kazakhstan, which has security guarantees from China and, even without nuclear weapons, feels secure.

“There is no other option but to bring together these powerful states that possess nuclear weapons, because today they are the main military players. We can defend our own borders, but we cannot destroy another state, such as Russia. However, there are states that can destroy it with the push of a single button. To achieve peace, the countries at the negotiating table must be those capable of destroying Moscow. And they must move toward signing ‘Budapest 2,’” Volodymyr Levin explains.

He suggests that this may be discussed within a month or two—there is no alternative. Therefore, the deputy concludes, it is necessary to sign a document that clearly defines how it will be enforced in the event of violations, something that was absent from the original Budapest Memorandum.

“In ‘Budapest 2,’ the conditions must specify what each state will do. For example, similar to how we defined a sanctions system: in the event of the use of nuclear weapons (and we know the Russian president has spoken about this), countries would be able to resolve the issue through sanctions policy, including how they would seize assets,” Volodymyr Levin concludes.
