“All peacetime expenses have been preserved”: an expert explained what is wrong with the state budget of Ukraine

Political analyst Yuriy Havrylechko explained how Ukraine should act and what conditions need to be created in order to talk about the end of the Russian-Ukrainian war, Politeka reports.

“A complex issue. There must be a combination of many factors here - economic, political, and technical. Let's start with the fact that the authorities must comply with the law on mobilization. And complying with the law on mobilization means, accordingly, transferring public administration staff to wartime, and the economy to wartime rails,” explains Yuriy Havrylechko.

However, the guest of the program states that it is already the 4th year of the full-scale invasion and the 12th year of the war, and nothing like this has been done, instead we still see how flowers are planted, grass is cut, paving stones are laid, etc. So, he states, the impression is that for local authorities there is no war, and for the central authorities too, if you look at the tenders that periodically appear on Prozorro.

"That is, all peacetime expenses have been preserved. It is impossible to simultaneously pull all peacetime expenses and provide for the army. We do not have a second budget, there is only one. We need to determine the priority. And, accordingly, everyone should do their own thing. When everyone does their own thing, then the effectiveness is much higher," - emphasizes Yuriy Gavrilechko.

The logical question, the expert notes, is why the authorities have not done this for so many years of war. In his opinion, firstly, because there is no point in doing something if it is possible not to do it, and secondly, our parliamentarism has reached the point where voters have no influence on the government.
