If Trump Speaks in the Ukrainian Parliament: Expert Says There Will Be Votes in the Rada for the Peace Plan

Political scientist Ruslan Bortnik explained that achieving a ceasefire will only be possible if a referendum on the peace plan is held alongside elections, and he assessed the likelihood of Trump's visit to Ukraine in this context, according to Politeka.

He shared this in his blog.
"The idea behind this referendum is clear, but its organization and conduct will likely stretch into the spring at best, and probably even until autumn. This will allow time to be gained, enabling appeals for a ceasefire, thus reaching Ukraine's stated goal—a ceasefire until a peaceful resolution is reached. However, I don’t think the US and Russia will agree," noted Ruslan Bortnik.

As he reasons, a ceasefire is only possible if the idea of holding a referendum alongside the elections—whether presidential or parliamentary—is announced. According to the expert, parliamentary elections should come first because Ukraine is a parliamentary-presidential country. Moreover, he adds, in our system, unfortunately, whoever wins the presidential election usually also wins the parliamentary election, thus forming the majority.

Therefore, the expert asserts that it’s necessary to form a consensual shareholder-based governance system, where multiple parties simultaneously form a coalition and a government. After that, they can fight among themselves for the presidency.

"And if Trump speaks in the Ukrainian Parliament, there will be votes for the peace plan. Otherwise, many Ukrainian politicians and businesspeople will lose their assets in the US. Everyone understands this perfectly. And they will probably not contradict Trump. They will search for tricks and mechanisms to sabotage... But this also shows how interested Trump is in the situation. He’s ready to go to Ukraine and persuade the Ukrainian parliament, to convince specific Ivanovs, Petrovys, Sidorovs, a photographer from Zaporizhzhia, or a driver from Lutsk, that it’s necessary to vote for the proposal. Can you imagine? An interesting twist, but another huge plus for Trump’s plan," Ruslan Bortnik concludes.
