“Key Parameters Were Agreed Upon”: Expert Explains Which Issues Were Resolved in the Peace Talks

Political expert and serviceman Oleksandr Musiienko explained that a peace agreement remains a matter of prolonged discussions, but the military-technical component of a ceasefire has likely been agreed upon, Politeka reports.

He spoke about this on his blog.

“As noted in an article by The Atlantic, the negotiations are at a deadlock. My interpretation is that this refers most likely to the political part — namely, issues concerning the Donetsk region and the governance of the free economic zone. These are what are currently being discussed. As for the military-technical and security aspects, I assume that during the two rounds of talks in Abu Dhabi, as well as prior to the Ukraine–U.S. negotiations in Miami and elsewhere, the key parameters for a ceasefire and its monitoring were agreed upon. The main parameters and conditions have likely been settled. The issue lies in the political part,” Oleksandr Musiienko commented.

As the president stated, he notes, the United States is pushing to discuss the free economic zone, although this idea is unpopular with both Ukraine and Russia; however, discussions will still take place. According to the expert, it would be undesirable for the negotiations to be merely demonstrative and conducted solely for the United States — Ukraine should negotiate in its own interests first, and only afterward to ensure that Trump has no grounds for criticism.

“The Russians are also putting on a performance for Trump, insisting on meeting with the Ukrainian delegation so that Russia cannot be accused of not wanting peace. But this should be about substance first and foremost, not about form,” Oleksandr Musiienko emphasized.

In the expert’s opinion, it is unlikely that a peace agreement will be signed with the participation of Zelenskyy and Putin; this remains a matter for lengthy discussions. Therefore, most likely, a ceasefire will be formalized at the level of military command — for example, by representatives of the respective delegations — and this could be considered the greatest possible achievement.
