Utility Tariff Increases in Kyiv: What Will Cost More in May

Experts are predicting further increases in utility tariffs in Kyiv.

While discussions about raising utility tariffs—particularly for gas—are already underway at the government level, there’s no need to panic just yet, Politeka.net reports.

Despite ongoing economic instability, the Ukrainian government continues to prioritize tariff regulation as a crucial tool for protecting the population socially.

One of the key decisions in this area has been the maintenance of fixed pricing policies for energy resources — especially natural gas, which directly affects heating and electricity tariffs.

The Cabinet of Ministers has decided to extend the mechanism of Public Service Obligations (PSO) in the gas market until October 31, 2025. This allows heat suppliers—serving both households and public institutions—to continue purchasing gas at fixed prices. As a result, no immediate changes in heating costs are expected.

Currently, the price of gas for household consumers remains at 7.96 UAH per cubic meter until the end of April 2025. However, experts forecast that utility tariffs in Kyiv—especially for natural gas—could rise to 10–12 UAH per cubic meter.

Starting May 1, 2025, the base electricity tariff for household consumers will remain unchanged at 4.32 UAH per kilowatt-hour. The government does not plan to raise this rate, despite the expiration of the previous regulation.

However, there will be changes in the tariff policy for households that use electricity for heating: as of May, the preferential rate that was in effect during the heating season will be canceled. Until the end of April, these consumers paid 2.64 UAH/kWh for usage up to 2,000 kWh per month. From now on, all electricity—regardless of its use or volume—will be billed at a flat rate of 4.32 UAH/kWh.
