“There were no surprises here”: expert explains why EU countries failed to agree on using Russian assets

Political analyst and serviceman Oleksandr Musiienko said that the EU has found a way to finance Ukraine from the budgets of its member states, even though the frozen Russian assets will remain frozen, Politeka reports.

He spoke about this on his blog.

“There was no consensus on seizing Russian assets now for Ukraine’s benefit. Well, for understandable reasons, there were no surprises here, because Belgium opposed it, and some other countries were also against it. Therefore, a compromise decision was adopted, which is that Ukraine will receive €90 billion for 2026–2027, and the financing will come from the budgets of EU member states. In fact, this will be money from state budget expenditures. Such amounts can be found in the EU. This is not something unmanageable. Germany alone is allocating €11.5 billion to us for 2026,” Oleksandr Musiienko explains.

He notes that Hungary and Slovakia traditionally refused to take part in the initiative, and the Czech Republic has also joined them. The new prime minister, Babiš, the expert reminds, openly states that there is no money in the budget for Ukraine’s needs — which means, one could say, that there is also no money for the defense of the Czech Republic, since Ukraine is defending all of Europe.

“Especially after we saw the incident in Estonia, when Russian border guards supposedly got lost and entered Estonian territory. First the border guards get lost, and then an entire detachment, a whole company, battalion, brigade, division will get lost. This is not happening by chance. Putin is probing Europe’s defenses. Thus, investing in support for Ukraine is an investment in support for Europe,” Oleksandr Musiienko emphasizes.

In any case, the expert concludes, it is good that EU member states have found a compromise solution, because without this financing everything could have gone off the rails for us. If the treasury had gone bankrupt, he notes, Ukraine would have faced serious problems; in the summer we would have lacked resources for the war — western media had warned about this as well. But now the funding will be there, and it will go toward defense and security.
